The Chinese government has traditionally placed limited value on transparency, and it appears at a loss as to how to manage the calls for greater environmental transparency. Beijing has thus far been willing to ignore the people's demands, though the burden on both the environment and the Chinese leadership's legitimacy will only continue to grow, argues Elizabeth C.
