CFR Welcomes Will Freeman as a Fellow for Latin American Studies

Will Freeman has joined the Council on Foreign Relations (CFR) as a fellow for Latin America studies, based at CFR’s New York City headquarters. At CFR, he is researching and writing on how issues such as the rule of law, corruption and organized crime, and electoral politics are affecting Latin America and U.S.-Latin America relations. He will focus particularly on countries in the Andes region and Central America.

Freeman was most recently a Fulbright-Hays scholar in Colombia, Peru, and Guatemala, where he researched judiciaries’ attempts to end impunity for grand corruption. During his graduate studies, Freeman also worked with the Senate Foreign Relations Committee to draft the bipartisan United States-Ecuador Partnership Act of 2022 and Senate resolutions, floor speeches, and statements on Cuba, Venezuela, and Nicaragua. From 2021 to 2022, he was co-chair of the Western Hemisphere working group of Foreign Policy for America’s NextGen Foreign Policy Initiative.

His work has appeared in The Economist, Foreign Affairs, Foreign Policy, the Journal of Democracy, the Washington Post, and Americas Quarterly, where he is a contributing columnist.

Freeman holds a BA in political science from Tufts University and an MA and PhD in political science from Princeton University.
