July 17, 2002 - Council President Leslie H. Gelb today named Robert C. Orr Vice President and Director of the Council’s Washington Program. “Bob embodies great drive, organizational skills, ideas and a reputation for bipartisanship,” said Gelb. Orr will be in charge of Council operations in Washington, including the prestigious meetings program convening Council members and top leaders from America and around the world. Orr also will co-direct, with Presidential Senior Fellow Alton Frye, the Congressional Roundtable program, which regularly brings together key members of the House and Senate—both Republicans and Democrats—to discuss international relations. Orr will also serve as Deputy Director of the Council’s studies department—the senior fellows who produce the Council’s books and articles.

Previously Orr served as Deputy to Richard C. Holbrooke, the U.S. Ambassador to the United Nations, and sat on the NSC-chaired Deputies Committee. While with the U.S. Mission to the United Nations, he played a central role in securing the Helms-Biden reform-for-arrears deal between the U.S. Congress and the United Nations. He has also served as Director of Global Affairs at the National Security Council, where he worked on peacekeeping, humanitarian crises, and transnational threats. Most recently he directed a bi-partisan Commission on Post-Conflict Reconstruction sponsored by the Center for Strategic and International Studies and the Association of the U.S. Army.

Orr received a Ph.D. and M.A. from the Woodrow Wilson School at Princeton University and a B.A. from the University of California, Los Angeles. He has been a member of the Council since 1997 and is author of numerous publications on conflict management, U.S. foreign policy, and transnational threats.

Orr succeeds General Charles G. Boyd, now President of Business Executives for National Security. Previous Washington Program Directors include Paula Dobriansky, now the Undersecretary of State for Global Affairs; Jessica Matthews, President of the Carnegie Endowment for International Peace; and Alton Frye, Council Presidential Senior Fellow and Co-director of the Congress and Foreign Policy program.
